There is a groove in the shank of the pulley that fits over the end of the woodruff key that holds the timing gear to the crankshaft. You must have missed the key. Remove the bolt that holds the neutralizer-pulley to the crankshaft , rotate the neutralizer while pushing inward untill the grove meets the woodruff key and the neutralizer shold slip back as needed.
