As you get further from 1931 the parts quality changed. It is likely that it got contracted out.
I have been told that 1940's flywheels were not well balanced. The 4 now rods I have are not as accurately weighed. At some point the spring shackles changed to the useless rubber bushings.

Then there is the issue that a nos part from the dealers shelf might have been a marginal defect the factory could not use. The dealer would have time to fit the part. More likely it would be the part the new guy got to hang on a car. After a whole of not getting the part to fit the guys in the shop would get a good laugh. Then the part was put on the shelf for the next new guy.
