The easiest way is to:
1 Line up the cam timing gear with the pin by rotating the engine till the pin drops into the dimple.
2 Loosen the screw in the distributor cam and rotate the cam Counter-clockwise till the notch is in the general direction of the right headlight and the cam just touches the bumper on the points. Lock the cam with the screw.
3 Assemble the distributor and start the engine.
Make sure you set the points and have the lever in the full retard position before beginning this sequence.
I don't understand where you need to rotate the cam 180 degrees after locating #1. This would time the engine 180 degrees out of time and is most likely your problem.
