I'm afraid you are right about all the miss-use bringing this to an end.
I could never keep my cars if they were taxed at real value.
On the other hand some of the 20 year old cars I see with Historic plates are worth less than the taxed value. I wonder how it all effects our collector car insurance rates because some of those cars are used every day.
