Unless I'm missing something, that piece is not needed. Maybe the manufacturer thought they could sell something that people thought would be better, but the stock setup is fine. One of many unnecessary accessories.
I wouldn't worry about it. Remove the screws and just fit the base plate or the stock Ford base plate.
Tell me if I have read it wrong.
