it looks as though "Blue Devi" contains an active ingredient that dissolves grease and oil. i suspect that was what's (primarily) been removed from your coolant system. it would have some, but minor, effect on loose rust however. a mild rust remover may give even more dramatic results, i would imagine.
something like "Evapo-Rust" could be helpful, although i have never used it.
