Shane, I'm guessing these numbers were (are) stamped into a metal tag. Correct?
They specify the bearing journal diameters that were utilized during the rebuild.
Are you certain the first set of numbers are not 6169?
The 6211Q means the connecting rods are .030" oversize.
All main bearings are .020" over.
