When I lived in Virginia they had permanent registrations on antiques for $100. There are restrictions like you cannot park overnight on a street side, no modifications and no highway use. I've had my '47 Chevy on 1947 VA plates since 1998 even thought I've lived in 5 other states since then as the registration is still active until I sell, which I never will. I'm down to $3.44 a year on it so far and hope to make it to $2/year.
