The two bases are slightly different. One has a cap on the throttle shaft hole. The casting is also slightly different in that area. One is pretty badly pitted where the plates would seal. Might try some JB Weld to fill up the pitted areas, then sand down. Not sure if that’s a good, but check seal first with plates installed.
