Worth considering Kelly's clutch thought. I doubt it's related to the ignition system (plugs, wires or distributor) as it would show at high as well as lower PPM's. A fuel pump malfunction or gas contamination would tend to show itself at most and upper RPM's. So if it evens-out at high RPM likely something in the carburetor.
