A preservation of the environment - not so much.

For years Europe did not mandate catalytic converters on diesel cars - the thinking being that the diesel cycle was by its nature "more efficient" than a gasoline engine - and that diesel should be "encouraged" so to better preserve fuel stocks and make the countries less reliant on foreign energy sources.

So Europe gained environmentally in "efficiency" what Americans gained in increased fuel consumption and imposition of a catalytic converter.

This same thinking allowed European Diesel Passats to get nearly 60mpg American while their American cousins labored under the engine computer management imposed by the EPA - which required an extra shot of fuel AFTER THE EXHAUST VALVE WAS OPEN - and provided no power but was simply provided to keep the catalytic converter catalyzing. And a resultant fuel economy of 40-42.

Just a different - American - technical way to achieve the same ends.
