I doubt rather seriously that the notch is for balance purposes, but "tubman" makes a pretty good (WAG) suggesting possible indexing purposes. But notably, all of the '42 - '48 drums with the flange on the ouitside have the same notch. And they all seem to be in the same spot, right in the middle between two studs.
