I made a tool to pilot down into the top of the steering shaft with a ledge to apply the pressure to the tube. I use a fairly large size bearing splitter on the bottom edge of the wheel and a 10-ton bar puller that attaches to the splitter. It is good for model A types.

A regular steering wheel puller will work if there are threaded holes in the wheel hub.
