Default Stuck 1930 steering wheel

My 1930's spark and throttle rods are extremely stiff, so I wanted to disassemble the steering column to check the bushing, etc. However, my steering wheel is apparently irremovable. I've got the M.A.C. wheel puller and a big wrench and hammer, but the wheel will not come off. The threads were already somewhat damaged, so I'm not too worried about the steering shaft, but I'd like to save the wheel. The tool actually has bent from the force I've exerted.

I would just cut off the shaft, but then I'd still have a useless steering wheel. Does anyone have an ideas? I don't have a machine shop or any way to press or grind the shaft.
