Full update: I just did some back and forth testing, and the new chain has the usual 5 degree's or so of slop. Way less than the last new one i put in. I did some back to back testing, and from my rough eye, it's about half as much slop. I'm going to reassemble the engine with this new one and that should be my solution.

Summary of thread: Whole lot of maybes that just ended up being bad new parts.
