I don't know if Florida routinely checks to see if original plates have been restored/refinished or not, but New York also does not allow restored plates. What most people do in NY is send pictures of the unrestored plate to the NYSDMV and when they get their paperwork and get everything legal, then get them restored. That being said, I don't think there is a cop in the country that would issue a citation for "restored plate". I would also bet that don't even know the "unrestored" rule. I can understand if the plate was painted in some crazy color, but if the original colors are used, so what. I know of a '32 Ford that has the rustiest, almost unreadable plate and it was approved by the NYSDMV. It makes no sense.
