There were several recessions as well as the great depression that happened over those early years before WWII. Ford did this stuff to help bolster the dealership system. Reducing the number of used cars on the market kept prices more steady on both the new and used car markets. Ford never wasted resources if they could help it and it was common to use some scrap metal along with the fresh materials in the manufacture of cast iron and steel for use in automobile manufacturing.
