I have received numerous tanks where customers did the same thing at the recommendations of others only to have it fail. The issue is the bacterial will neutralize the rust flakes however it will not dissolve it. Then you have loose flakes that the sealer does not adhere to very well.

Therefore, the only way that you can be assured the sealer will grip to all portions of the tank is to use media to etch the metal giving the sealer a mechanical bond. Even chemical etching acids are hit or miss on creating a good mechanical bond.
