I've seen a front bumper just like that on a 1921 Stutz (see photo)
That's not to say that Stutz made that bumper, it could be that it was a popular aftermarket accessory. Many pre-1930 cars did not come from the factory with bumpers.
Lincoln used a similar bumper style too, I think.
