I've had quite literally dozens of '39 & '40 Fords. Nearly all had the number close to the cross member.
However, there was an occasional vehicle that had the number almost next to the firewall and more than a few that had it directly beneath the horns.
I believe the number was
supposed to be near the cross member.
Remember that these numbers were hand stamped by humans so no doubt, they (numbers) didn't always go where they were
supposed to go.
