Maybe the picture doesn't do it justice, but it looks like it's touching to me, just a little bit, at the very corner of the washer.
That was the idea of the conical washer, so it could cock and take care of that misalignment.
I believe you could spend a few minutes with a die grinder and a burr and be good to go. Good luck!
