Hi Gary - just realised who I was replying to..

When you "lock" it the ignition barrel should move a plunger towards the steering shaft. There is a spring loaded part which engages in a collar on the shaft and will lock the shaft. The movement of the plunger also locks out the switch so it can't be turned on.

Does the barrel seem to rotate freely between the off and on position, or does it have some resistance like it is moving something?

Someone may have removed the plunger. You need to be sure though, because if it is there, you don't want it engaging the shaft accidentally when driving along.
