JoeMarine, I see this thread is a couple of months old but when selecting a gauge I prefer the Mechanical SW 270° sweep gauges. Easier for me to read.

Yes, you want the end of the tube 'in the breeze' below the car to create a low pressure area at the tube end to help pull the 'Bad Stuff" (water and unburned hydrocarbons) out of the crankcase. Better known as a "Road Draft Tube".
Also helps keep the left side of your engine compartment clean.
