Yes, lever to control looks to be tightened against the tab on the fast idle lever behind it that it should be camming against.
Start by loosening the screw that the control lever pivots on and push the top of lever behind it towards rear of car. Tighten the pivot screw...if you can! I suspect that it has a screw that is too long to allow it to be mounted that wrong...you may have to shorten the screw to pull the control lever down against its pivot!
Any way F1 spotted the location of the problem! As part of this, the relationship of the fork at top of lever to the tab on choke shaft is rather delicate...slight problems there render it kaput. It is substantially moved by the problem F1 noted.
My '48 Ford put on a lot of miles in Germany and Europe in the early '50's when we lived in Hamburg.
