SOmetimes really stuck drums people really crank on the puller that pushes on the end of the shaft and smack it hard. Usually 1 or 2 whacks gets it free. If not they try more and more and tightening more and more and I have seen it crack the end of the shaft since the cotter pin hole is there. I think someone did this to your axles in the past and ground it off. Is there a cotter hole on the short shaft?

OR im not sure but the early cars had no seperate emergency brakes and had slightly different drums and wheels, the axles could be shorter couldnt they? (they are on AA's)
