The "package tray" is actually the seat adjuster. There is about 2 inches of tilt change by moving the bolts (or screws) to the other set of holes in the adjuster tin. There should be angle brackets at the top of the backrest wood that the bolts or screws go into. You will see the holes in the adjuster there are pairs of them. The adjuster tin is bolted solid to the body and panel between the seat and the decklid. I know the idea of the seat moving at the top of the backrest being "adjusted" is kind of lame.
