Like everyone said, it looks like a bushing there that should come off. I would cut a piece of copper pipe or aluminum strip and wrap it around the threads (so you dont bugger up the threads) and turn it with channel locks.
I'd also think real hard about calling one of those people that are depending on me to show up for a ride to town, unless you are just one of those people who are too proud to ask for help.
