Basically you need to watch how the bottom of the front fenders (which mate with the top of the front splash pan) fall in relationship to the front bumper. The sheet metal pieces do not have up/down adjustment here but they do have left/right adjustment to permit centering the entire doghouse. If this is adjusted properly, it allows the hood to close without having an un-even gap where the back of the hood meets the cowl.
Your comment about shims reminded me of the stack of washers that were on the firewall where the outer fenders bolted to the body....must be why. I do have pictures of both sides and saved the washers themselves so I know how high they are supposed to be.

So basically bolt everything up front back together and then make the adjustments for hood movement, fender placement, appearance, etc, and then I can unbolt the outer fenders again so that I can get some light body work done. Once all of that is finished, will the rest of the front end stay solid and in place while I work on the fenders? If so, it would help me wire the car with the new harness I have... Don't need the outer fenders for that project.
