I decided to try removing the seal with the windshield still mounted on the car. I would rather not remove it and risk getting it to fit correctly again. Sometimes it is better to leave it as it is if possible. So far it looks like it will be successful. The old seal is totally disintegrated now. It was unusable and removing it destroys it.
