I think he wants to go 70 mph.

Here is why, he uses the term "banger" I don't think a translator would translate any thing to do with a car as a banger. A 4 banger usually refers to a modified for speed 4 cylinder engine.

Next he says "so i can drive on the highway".

He goes on the say "exact description of parts".

With my interpretation, I think he wants to get his engine to go at least 70 MPH.
