It's either the wrong type of windlace (1/2" foam core), or not properly made for that application, or a combination of both. I could probably tell from a photo. It was originally 3/8" tubular core (smaller and firmer) and was sewn to a 1/2/" wide cardboard strip contained by the riveted steel moulding. This kept it snug against the cowl flange so it couldn't twist in or out much.
