The tube you refer to is the bowl vent....fuel should not exit from there at any time. With the choke open and the engine off actuate the throttle arm while peering into the throat of the carb, you should see a 'V' shaped do dad BELOW the choke and fuel should squirt out of the the orifices of the 'V' ( be sure there is fuel in the bowl of course). Under the afore mentioned conditions if no fuel squirts out then it is possible
that the ball check at the bottom of the acc pump bore is missing or not seated (it's
held in place by a dinky wire ring). Digging deeper there is a rudimentary check plun-
ger beneath the 'V' referred to earlier. I've had a few of the new carbs such as yours
for repair and found the plunger missing or not seating. Just like the little ball check in the bottom of the acc pump well this plunger must seat or the squirt will be compromised. My hi tech method of seating these things is a gingerly yet cautious tap
with a tiny hammer and small punch
The final and most obvious thing to look for is the link that ties the throttle
arm to the acc pump post....be sure it has not popped out of the throttle arm. In
nearly all cases the link should be in the middle hole in the arm.
Rereading your post it is beginning to sound like a fuel delivery problem might
need addressing. Did you try pouring a bit of fuel into the carb to see if the engine
will at least try to start ?
