Need to better explain my question..do the bolt heads face forward or back? They are most visible looking at the bottom of the rear fender..just want to get it right.

I'm reassembling the fenders onto my 1930 Tudor. Which way do the fender-to-running boards bolts face? Do the bolt heads show when looking at the bottoms of the fenders or the nuts?
