I had a starter lock up in a parking lot. No amount of rocking, tapping or jiggling would help. I keep an original set of tools in a trunk. Simply loosened the started jiggled it and bolted it back...

The hole in the center of the drum seems to fit the raised flange on the hub almost perfectly. Its put together just like a modern car with drum brakes. The shoulders on the studs fit just slightly...

What worked best for me was brillo pads in a thick mixture of murphy's oil soap and water. Plus the famous elbow grease.
