You need to tighten that up.
Get new clamps/bolts if needed, are you using a sleeve, is the tail pipe flange seating on the manifold correctly?
If it's loose...it's leaking

Have you taken the valve cover off? And do you in fact have adjustable lifters?
Model A's did not come with adjustable lifters from the factory.

As far as the one bolt showing more threads then the others I would assume the bolt was not fully seated in the block, as for the torque method used by others, all I can say is as long as you follow...
