Check the Valve timing ,? remove the manifold to sight the valves at same time check the gasket ,use the Zip tie method or a wire to find TDC ,does it smooth out with the Choke out as 51 Merc...

Maybe also leak at manifold gasket or leak into power valve ,wrong manifold ,

Are you saying when you pull the throttle from idle it hesitates or are you saying at a higher rev it does it ,Ted
