Running retarded because of low compression doesn’t make sense. You need the spark at the correct time. Running retarded will cause the symptoms you describe.

When you’re cranking it trying to start it, gas coming out of the carburetor is not a carburetor problem. You just flooded it. Do you have a fuse??

By the way, I don’t care for the tractor style bendix, so I remove the starter every 5,000 miles or so and repair or replace those bolts. It’s just maintenance.
