This looks like the correct bracket for the early 28.
There were 5 different designs.
The judging standards would clarify this for you, but Berts will know the differences.
I have several of each...

The ball can be built up with weld and then shaped with a file. The shift lever would need to be pulled to do this.

Might be difficult to fix bad threads in the casting. I have unmatched bottom castings, and the parts houses were selling replacements.

I notice the cut off switch is in an odd location. Cables can rub on the pedals, and the preferred cable is the ground cable.

Float level, or poor seat in the Valve would be my guess.
What was the source of the 2nd valve? New?
Early ones had filings embedded in the Viton.
