All 400A Convertible Sedans were produced with a rear bumper. Victoria's came with the same rear bumperette as most model A's.
To change from rear bumperettes to a full width bumper on a 30-31...

A slant window body needs to be installed on a late 1930-31 frame with the #2 & 3 body bolt bracket moved back and the special #6 body bolt bracket mounted on the outside of the frame.

If your water pump is rebuilt like an original, the packing nut should only be tightened enough to stop the water from leaking,

I believe that they are original and at some point in time caught on the shock adjusting screw. I have seen it before. I would heat it some and straighten it, if overall it is in usable shape.

The engine that was in your car originally was made on August 28, 1930. The number was stamped on the engine after it was run in. The engine was shipped from Dearborn to the various assembly plants....

At this point, you would have to use the frame number. The Slant Window Sedans started production in late March of 1931. If you do have a March of 1931 165-C then it was one of the last produced. ...

Here is a picture of my 1930 coupe's instrument panel light. It is bolted to the the back of the dash with the center dash bolt, you can see it just behind the bulb cover.

I found the felt washer/seal on my spare horn. The felt washer outside diameter is 5/8 ", the inside diameter is 5/16" and the thickness is 1/8".
