I believe the rifle is period correct. I believe it to be a M1903 with a C stock which was first issued in 1929. The hat is similar to the covers worn by drill instructors in the 1960's.

That fan does not look safe. I downloaded a picture of the engine bay and enlarged it to verify my suspicions:and, the fan appears to have bad metal along the top edges near the hub.
