wobbling at low speeds

My Roadster has a wobble around 20 MPH, which goes away at higher and lower speeds. It also goes away when I steer a bit left or right. There's a bit of play in the steering wheel.

Had a flat today

The stem popped off. With some help from a bystander, we were back on the road with the spare in minutes. I guess I can buy a 4.75/5.00 X 19 tube from Coker Tire.
