You can bend that hood fairly easy and if you use a tank, or something with a slightly smaller radius than the cowl (as it will spring back a bit) you'll be fine. It probably won't break the paint...

I have a similar engine, look closely I bet the pad was ground down and it was restamped by CA DMV.... Mine is VA#### and it is a VA title....

On my 31 coupe, it is screwed from the outside with a few nice long wood screws, then the quarter was installed. I bet you will have the same issue here...
