Sorry, I forgot to mention that I turned the adjusting wedge counterclockwise to its stop before starting to put the drum back on. That's not the problem.

Thanks for your help.
I disconnected the rod to the emergency brake lever, and that allowed me to slide the drum on. It fits fine and turns easily. But I still can't get the adjusting wedge to turn....

Snyder's rebuilt my backing plate, relined service brake shoes and emergency brake band. They installed my hub on a new brake drum and arched the shoes to the drum.
