JAK is correct. It's not just a matter of different decals. The internal drive gears are different. I have worked on both USA and Metric Speedos and they are indeed different.

Could be a bad battery cable or cables. Age & corrosion could be one factor. They can look OK on the outside but heavily corroded under the insulation. Diameter of the cable is another problem....

I agree with Patrick L on this one. Brake drums on any car will "seem" to have high/low spots or be out of round when you spin them by hand. That doesn't mean they have been "turned" out of round....
