Why would that hardware need changing if the surface or gasket doesn't seal? I don't see that as a typical fix.

The GAV doesn't contribute to leaks unless not installed properly or damaged. If anything open it a turn and your all ready for the next cold start.

It is the arm spring tension that makes the blade work properly. Analyze the faults there for good wiping action.

In Oregon the type of license you request (special interest/antique) can carry restrictions on use. Every State can be different.

I think an original wrench, tightening by hand, would be more than 15ft/#, especially back in the day when men were stronger, and didn't want a plug shoot through the hood out in nowhere land!
