So would the return vacuum line need to be a hard metal line or could you use a standard rubber / neoprene fuel rated hose for the return line?

Yes there is an underdash heater and all the controls are present. Looking back over my pictures, he seems to be missing a fuel return line. I assume it mounts to the plate on the base of the carb as...
