1930 emergency brake lever

I'm having problems installing the emergency brake lever in the toggle lever. I can't get the lever to pinch onto the toggle lever enough for the pinch bolt to thread in. Any suggestions?

On the bench it is much easier to access the springs. I've read lots of comments on how hard it is to install the springs with the backing plates on the car.

My 1930 Tudor spring shackles do not have Grease zerts. And it appears the bolts have rubber bushings. Has anyone sen this before?
