I am not sure on 28/29 vehicles, but on 30/31 Model A's the tire valve stem is at 2 o'clock when mounted in a front fender. I expect that a 28/29 would be the same. The picture is from my Victoria.

The hub caps were cadmium plated as were the lug nuts. The rear hub cap is similar to the front cap but long / taller and had internal threads.

It may have to do with where it was assembled. Maybe in England they did not stamp the heavy commercial frame with the AA.
