Carriage bolts won’t get it
Frame needs to be flush so fenders will lay flat
Flat head machine screws with nuts underneath as a minimum

20 gauge is fairly common at most steel yards

They should have had a “L” bracket in the center from mounting bracket to mounting bracket.

The strip has “some structural support” since a roadster doesn’t have a real sturdy package tray like coupe or cabriolet

Are you speaking of the one at the lower back of the top? Mounts on body right behind seat?
If so it’s metal curved strip with twisted material inside to receive tacks

Don’t shop by price as the cheapest may be the most problematic
Aspring is the best and may make them for other vendors....not sure
Some vendors will tell you who made their item...some won’t...
