That looks like the ground brush. X2 the brush is not all the way on the commutator.

When the rotor is in the position in Marco's picture the points should just be starting to open. You need to turn the rotor until the points are almost closed. The spark occurs
as the points open.

Don't think the Model A parts will work as they didn't use the rubber ball
like the later Ford's. The aftermarket rubber ball for the Model A's used cast
upper and lower metal parts.

If you have the ability to turn the hex to round (a lathe) then why not
take your 5/16" round and drill and tap it to 10-24.

Like Pete said your not going to find anything with 3/16" threads. 3/16" is .1875
a #8 screw is .164 and a #10 is .190. The 3/16" might work if it is slightly oversize.

The Judging Standards show there were four different hood shelves used
between beginning of production through 1929 (May 1930 on commercial models).
You will need to determine which one is correct...
